The provision of debt advice is a regulated activity, which generally requires the adviser (or their employer) to be authorised by the FCA. Guidance on good practice is in the FCA’s Consumer Credit Sourcebook (abbreviated to CONC), which is part of the FCA Handbook (available at handbook.fca.org.uk). Debt advice (debt counselling) for all agencies is defined by the FCA in the Perimeter Guidance manual (PERG) which is part of the FCA Handbook.
