If you are an owner-occupier or a long leaseholder, this chapter covers the rules for help with ground rent, service charges and certain other housing costs that can be included in your pension credit (PC) or income-related employment and support allowance (ESA). It does not cover the rules on help with these costs for universal credit (UC) or for help with your rent with UC or housing benefit (see Chapters
