DWP guidance, the Medical guidance for DLA decision makers (child cases): staff guide (see 22 below ), states that because of the amount of care and supervision all infants need, the amount needed by an infant with disabilities may not be much greater than that needed by a healthy infant, but may differ in kind. For example, instead of being handled in an ordinary manner, an infant with disabilities may need more specific stimulation or physiotherapy to develop muscle tone in their limbs, but the amount of care or supervision they need may not be greater than that given to a healthy infant.
This guidance arguably runs counter to CA/92/92 and CDLA/3048/2013 in 15 above
