The lower rate mobility component is for children who can walk but who generally need someone with them to guide or supervise them on unfamiliar routes. It is particularly aimed at children with learning disabilities or those with a visual impairment not severe enough to qualify for the higher rate. However, other children can qualify, eg a deaf child may need such guidance or supervision.

You must be able to show that your child needs ‘substantially more’ guidance or supervision than a child of the same age would need, or that a non-disabled child of the same age would not need such guidance or supervision. Because most young children need guidance or supervision in unfamiliar places, what matters is the nature and extent of your child’s needs compared with another child of the same age.
