9. The disability tests

To qualify for the £80 higher rate mobility component, your child must be aged 3 or over and satisfy one of the seven tests listed below. For tests 1, 2 or 3, they must be ‘suffering from physical disablement’ (but if they have severe learning disabilities that have a physical cause, they may also qualify). Their ‘physical condition as a whole’ must be such that:

■1. they are unable to walk (see below); or

■2. they are virtually unable to walk (see 11 below ); or

■3. the exertion required to walk would constitute a danger to their life or would be likely to lead to a serious deterioration in their health (see below ); or

■4. they have no legs or feet (from birth or through amputation) (see 10 below ); or

■5. they have a severe visual impairment (see below ); or

■6. they are both deaf and blind (see below ); or

■7. they ar
