This chapter covers the rules for decisions about benefits (including housing benefit), the social fund payments in Chapter
37 (except budgeting loans) and decisions about DWP loans for mortgage interest (see
here). It does not cover the rules for Scottish social security benefits (see
Chapter 79), statutory payments (see
Chapter 60) or the health benefits in
Chapter 31.
References in this chapter to HM Revenue and Customs (HMRC) only apply to decisions about child benefit and guardian’s allowance. HMRC also makes decisions about tax credits. For the rules for tax credits, see
