Travellers
Local authorities are provided with guidance on practical aspects of site provision and management.1Department for Communities and Local Government, Planning Policy for Traveller Sites, September 2015; Welsh government, Designing Gypsy and Traveller Sites, May 2015; Scottish government, Improving Gypsy/Traveller Sites - guidance on minimum site standards and site tenants’ core rights and responsibilities, May 2015 The guidance contains the standards for the supply of electricity, gas and water to sites. Standards vary according to the type of site provided. Failure to have regard to the guidance by a local authority may be challenged by judicial review (see Chapter 14).
The local council as landlord is responsible for the supply and is entitled to resell electricity, although its charges cannot exceed the maximum resale price for electricity (see here).
