3. Budgeting loans
To be eligible for a
‘social fund budgeting loan’
you must meet all the following conditions.
■
You must be receiving pension credit when your application for a budgeting loan is decided and you and/or your partner must have been receiving pension credit (or universal credit or income-related employment and support allowance (ESA)) throughout the 26 weeks before the decision (ignoring breaks of 28 days or less, or one month or less if you have moved from universal credit). Waiting days at the start of an ESA claim do not count. You do not count as being in receipt of a benefit if none is paid due to a sanction.
■
You or your partner must not be involved in a trade dispute.
■
You must not be subject to immigration control (see
Chapter 51(2)
).
■
Your application must be for one of the following:

furniture and household equipment;
-
clothing
and footwear;
-
maternity expenses;
-
funeral expenses;
-
rent in advance and/or removal expenses to secure new accommodation;
-
improvement, main
