12. Ineligible charges
The following apply only to tenancies exempt from the local housing allowance (see 9 above ) and those housing benefit awards not subject to the local housing allowance.
Garages
If you rent a garage, it is included as part of the rent on your home only if you were obliged to rent the garage from the beginning of your letting agreement, or you are making (or have made) all reasonable efforts to stop renting it.

Water charges and council tax included in your rent
If your rent includes water or sewerage charges, the actual amount of the charge for your home (or if your water is metered, an estimate) is deducted, unless you are separately liable to pay the charge. If your rent includes a contribution towards the council tax because your landlord pays it, this is included as part of your eligible rent.
