Responsibility for substantial parts of the social security system in Scotland has been devolved to the Scottish government. In each of the devolved areas, the Scottish government has the right to create new benefits. The system is run by Social Security Scotland.

Benefits that have been transferred include those paid because of ill health and disability, with disability living allowance replaced by child disability payment and Scottish adult disability living allowance, personal independence payment replaced by adult disability payment and attendance allowance replaced by pension age disability payment; see Chapter 6 for details. Carer’s allowance has been replaced by carer support (see Chapter 8 for details).
