6. Who is a resident of a dwelling?
You are a
‘resident’ of a dwelling if it is your sole or main residence. You can only be a resident of one dwelling at a time. Deciding where you are resident is usually straightforward. In difficult cases, the local authority should take into account how much time you spend at different addresses, where you work, where your children go to school, how much security of tenure you have at different addresses, and other relevant information. You can appeal against a decision about where you are resident (see
11 below ).
