3. Stateless people
A stateless person is defined by international law as someone who is ’not considered a national by any state under the operation of its law’.
11954 UN Convention Relating to the Status of Stateless Persons On 6 April 2013, the UK introduced a provision in the Immigration Rules to recognise and grant leave to remain to certain stateless people.
2Part 14 IR Before this date, stateless people could obtain travel documents but could not obtain leave. If you are recognised as stateless in the UK, you can obtain a stateless person’s travel document.
