Legal References
The footnotes in this handbook are references to Acts and Regulations, case law and official guidance. Each footnote applies to the block of text above it. If there are several paragraphs in a block, with just one footnote at the bottom, the footnote applies to all text within the block. If text contains several footnotes, each one refers to the text directly above it, up to the previous footnote. Text that provides tactical advice or discussion on specific points is not generally footnoted.
Acts and Regulations
Acts of Parliament (also known as statutes) contain the basic rules for social security benefits and care and support administration.
Regulations flesh out the law and provide the detail that determines procedure for the rules as laid down in the Acts. These are also known as statutory instruments (SIs) and can be amended at any time using other SIs.
Finding Acts and Regulations
– You can find Acts and Regulations on the National Archives website (
www.legislation.
